WFP “Cash and Voucher” program

Each year, the World Food Programme of the United Nations (WFP) provides food assistance to more than 90 million people in 80 countries, it supports the efforts of governments in order to improve access to nutritious food, provides resources to respond to humanitarian crises and promotes the expansion of food safety nets and nutrition. The WFP school feeding programs, for example, represent a crucial safety net for the most vulnerable populations in the world, by providing healthy and nutritious meals or a snack to an average of 22 million children in over 60 countries every year.

The first of the eight Millennium Development Goals aimed at halving by 2015 the proportion of people who suffer from hunger. In the wide range of interventions, those of “transfers of cash and vouchers” have an increasingly important role. Increasingly, WFP provides cash and vouchers, through partnerships with banks, institutions of micro credit and other financial services, post offices and money transfer, telecommunications companies and NGOs, to hungry people so they can buy food yourself. Cash and vouchers are particularly useful when food is available but people do not have the resources to buy it. The assistance, either with cash or with food vouchers, it allows people to go to the market and choose the food they want, including fresh vegetables, meat and dairy products – foods that are not normally included in the common food rations. This also promotes markets and enter money into the local economy. It is important to establish correct commercialization of food policies, ensure food assistance, increase food production among local farmers through open markets, fair and well-functioning. This is the logic of the program Cash and Vouchers, which is gaining ground in many countries where WFP works. It is a new and innovative form of food assistance, in cases where the problem is not the availability of food, but its access.
